
The Cardiff Met University graduate arrives after featuring in both BUCS Super Rugby and the Welsh Premiership.
Ross first picked up a ball at Ballymena RFC as a four-year-old in Northern Ireland and later went to the town’s Grammar School.
His performances earned him an Ulster call-up at Under 16s through to U19s, as well as for the province’s A side.
The stand-off then spent six months playing Premier Grade in Auckland, New Zealand, for College Rifles.
He was also picked by Auckland U19s during his time away.
Returning to the northern hemisphere Ross has since impressed at Cardiff Met and is ready to make his mark at Rams.
The 23-year-old joins Johnny Ireland, Sam Stirling, Connor Burns and Matt Wickham as new signings so far.
