The recent Epsom College alumni finished school with a record 48 first-team caps.
And he is loving life at Old Bath Road despite a tough opening six weeks of pre-season.
He said: “I’m really enjoying it, they’re a great bunch of lads and I’m looking forward to the challenge ahead.
“I came down to a training session at the back end of last year, chatted to (Director of Rugby) Seb (Reynolds) and (fellow scrum-half) Ed (Hoadley) and they were both really nice.
“They explained how the club’s grown in the past few years, the support base getting bigger and bigger.
“The aim for the season is to get to The Champ and to now be part of the mix is great.”
With the fastest time in the Week One Bronco at OBR he explained his style of play.
“I try and keep on top of my conditioning so I can always be a threat.
“I like to play with a quick tempo, always looking to snipe because if I can keep the opposition forwards on edge it creates space out wide.”
Twickenham final
Fleet-footed Arthur helped Epsom reach the final of the Under 18 Schools Cup at Twickenham where they went down 36-20 to Northampton School Boys back in March.
He put the Surrey men in front early on with a penalty.
But Welsh-bred, he joked: “It was very cool, though perhaps not quite as much for me as some of the other lads!
“It was a shame not to get over the final hurdle, especially for the coaches Paul Burke and Simon Whatling.
“They’ve helped me so much and the school is on the up.
“They’re regularly getting to Day Two at Rosslyn Park Sevens which is good.
“And they’ve had guys like (Harlequins duo) Bryn Bradley and Tom Lynagh come through a few years above me.”
First steps into senior rugby
Arthur’s rugby career started under the tutelage of his dad Morgan aged four at Battersea Ironsides.
His family were originally from Bridgend before moving to Clapham.
The No. 9 enjoyed his first adult experience at Super Rugby Cymri league winners Cardiff RFC earlier this year, while also helping Merthyr win the Welsh Premiership.
But the former Wales Under 18 squad ace – who quipped he is also ‘hoping to learn how to make a coffee’ while in Berkshire – has now thrown his hat in at Rams.
And he closed: “If I get a chance to run out in front of the fans it would be incredible. I can’t wait for the next nine months.”
